Elysia Merza is a Director in the Government and Infrastructure Advisory practice at Deloitte, specializing in the financial andcommercial delivery of major public programs, with a strong focus on Carbon Capture, Utilization and Storage (CCUS) and the Energy Transition. Joining Deloitte in 2013, she is an expert in structuring complex financing for essential infrastructure across the UK and Europe.

Elisia brings direct, high-stakes experience from her work advising the Department for Energy Security and Net Zero (DESNZ) on the financial and commercial viability of Track-1 CCUS Cluster Projects, including detailed Financial Due Diligence and assessing complex SPV structures.

Her core competencies include financial and commercial structuring for public-private partnerships, robust business case development, and complex financial modelling. She has deep experience across regulated and unregulated sectors, including oil and gas, energy utilities, ports, and major government delivery programs.
