Tom Hughes leads the energy policy team at the National Infrastructure and Service Transformation Authority, which was established on 1st April 2025 through the merger of the National Infrastructure Commission (NIC) and the Infrastructure and Projects Authority. Prior to this, Tom spent 5.5 years at the NIC working on a range of projects across energy, transport, regulation and resilience – most recently as head of the energy team. Prior to joining the Commission, Tom worked in a number of different policy roles in HM Treasury.
